Temporary Removal of Accident SEA and Overall SafeStat Score


How does this affect you, the user?

FMCSA has temporarily restricted public access to the A&I Online SafeStat Module’s Accident SEA and Overall SafeStat Score because these scores rely on State-provided crash reports, which are sometimes not of the highest data quality based on timeliness, completeness and accuracy.   The Accident SEA and the overall SafeStat score will return to the system when the agency is confident that the information provided is more reliable.

During the time the Accident SEA and Overall SafeStat Score are removed from public view, FMCSA and its State enforcement partners will continue to have access to all SafeStat scores to focus their enforcement efforts.   Individual carriers will be able to access their own scores to help measure their safety progress.   The public will still be able to view information on individual crashes for a given motor carrier.

Three scoring components will remain publicly available, including the Driver SEA, the Vehicle SEA, and the Safety Management SEA.   These scores will continue to provide valuable help to carriers measuring their own safety performance, shippers determining a carrier’s reliability, and insurance underwriters assessing a carrier’s risk level.  The underlying data for these scores are often more timely, accurate and complete because the data are collected by FMCSA or provided by States under controlled collection methods.

The following information will be temporarily removed from public access:

  • Accident Safety Evaluation Area (ACSEA)
  • Accident Involvement Indicator (AII)
  • Accident Involvement Measure (AIM)
  • Recordable Accident Indicator (RAI)
  • Recordable Accident Rate (RAR)
  • SafeStat Score
  • SafeStat Category
  • SafeStat State and National Rank

  • The crash event data will continue to be available to the public.

    Motor Carriers will retain access to their company’s SafeStat Online information (refer to list above) by logging onto A&I using a Personal Identification Number (PIN).    FMCSA and State enforcement personnel will retain access to all SafeStat Online information by logging onto A&I using a User Authentication System (UAS) password.   Click here for more details on the new A&I User Login.

    FMCSA has started a four-part data quality improvement effort:

  • The agency now requires States to describe their data collection and improvement strategies in all enforcement funding applications;
  • FMCSA has implemented the DataQs system through which carriers and the public can file concerns about data that FMCSA and States collect;
  • The Commercial Vehicle Analysis Reporting System, a crash data improvement and training grant program is being enhanced and expanded; and
  • FMCSA has deployed a data quality map on our Web site to help States judge their current data quality.  The data quality map shows color-coded State ratings.

    1. Why have the Accident Safety Evaluation Area (SEA) and SafeStat scores been removed from A&I Online’s SafeStat Module?

      FMCSA has temporarily restricted public access to SafeStat Online’s Accident SEA, related crash calculations, and the overall SafeStat score, category and rankings due to concerns about the timeliness, completeness and accuracy of truck and bus crash data.   Public access to this information will resume once FMCSA is confident that the information provided by the States has improved.
       
    2. Can a motor carrier still access their company’s Accident SEA and SafeStat score? 

      Yes, a motor carrier user will be able to access their complete SafeStat information through a login system (on SafeStat Online or by ordering a Company Profile) using their USDOT number and FMCSA-provided Personal Identification Number (PIN).   To login as an FMCSA authorized motor carrier user, click on the “A&I User Login” (link) from A&I’s home page and follow the instructions.

    3. Can a general public user access a motor carrier’s Accident SEA and SafeStat score?

      No, a general public user will be restricted from viewing a motor carrier’s Accident SEA or SafeStat score information via A&I Online.   A general public user will still be able to obtain detail event level data on the individual crashes that were used in calculating a carrier’s SafeStat results.   Also, three scoring components will remain publicly available, including the Driver SEA, the Vehicle SEA, and the Safety Management SEA.
       
    4. Why are the Driver, Vehicle and Safety Management SEA components still available but not the Accident SEA?

      The underlying data for the Driver, Vehicle and Safety Management SEA are often more timely, accurate and complete because the data are collected by FMCSA or provided by States under controlled collection methods.  These components will continue to provide valuable help to carriers measuring their own safety performance, shippers determining a carrier’s reliability, and insurance underwriters assessing a carrier’s risk level.   (FMCSA has temporarily restricted public access to SafeStat Online’s Accident SEA and overall SafeStat score due to concerns about the timeliness, completeness and accuracy of truck and bus crash data.)
       
    5. Who is considered to be an FMCSA authorized user of A&I Online?

      FMCSA authorized users include motor carriers with a USDOT number and an FMCSA-provided PIN, and FMCSA and State Enforcement Users with a user authentication system (UAS) login password.   During the time the Accident and overall SafeStat scores are removed from public view, FMCSA and its State enforcement partners will continue to have access to all SafeStat scores to assist in focusing their enforcement efforts on potentially high-risk carriers.  Motor carriers can access their own Accident SEA and SafeStat score to help measure their safety progress.   FMCSA authorized users access the publicly restricted information through a login process.   For more information on A&I’s user access levels, click here.
       
    6. Will the individual crash reports be removed from A&I Online’s SafeStat Module?

      No, only the Accident SEA Value, and the Measures and Indicators used in the calculation of the Accident SEA will be restricted from general public access.   The general public will still be able to view information on summary statistics and individual crashes for a given motor carrier in the Accident SEA area of the SafeStat Module.
       
    7. When will the SafeStat Score and Accident SEA be restored on A&I Online’s SafeStat Module?

      The Accident SEA and the overall SafeStat score will return to A&I Online as soon as FMCSA is confident that the information provided by the States meets specific data quality standards for timeliness, accuracy and completeness.
       
    8. How will I know when the SafeStat Score and Accident SEA have been restored on A&I Online?
